For Residential and Commercial Properties options are similar, except if you are Residential Owners then you are able to renovate yourself, but if you have any contractors on your site then you must adhere to the protocols that come into play for Commercial Property owners or Business owners. PCBU ~ A PCBU means a Person Conducting a Business or Undertaking, - then an Asbestos Management Plan must be in place for the said property. This must be reviewed by the PCBU on a yearly basis and redone every five years. See Management Plan tab below for more information.
If you’re renovating or demolishing a building that contains asbestos, you need to ensure that asbestos removal is performed competently, and in accordance with health and safety requirements.
It’s not just a legal requirement; it will keep your staff and contractors safe. All jobs over 10m2 are listed with WorkSafe NZ, and upon completion of the Asbestos Removal and clean up process a Completion Certificate is issued by a third-party professional which is then also registered with Worksafe NZ. Jobs under 10m2 are not required to be listed with WorksafeNZ, but can be if you desire at an extra cost as reports and Completion Certificates need to be issued.

If you are doing work that requires permits, there’s a good chance the works will require a demolition or refurbishment survey to search for asbestos. Your contractor has a legislated requirement to ensure asbestos is identified and removed before any work that may disturb the asbestos begins in your home. This is to protect you and your family.
Your contractor should require a demolition or refurbishment survey before they commence work. This needs to be undertaken by licenced personal. This is a simple survey which may need to take parts of the building, which should be approx the size of a 20c piece, which will be fixed at the time. The samples will be limited to the area of work. If asbestos is identified, it must be removed before refurbishment work can continue. If it is under 10 m2 then your contractor may be able to remove it, if all Health & Safety protocols are adhered to, but it is best to call in the specialist Asbestos Removal Teams. If the area of removal work is greater than 10 m2 it must be done by a licenced removal company. A licenced company has the skills and training to keep your family safe. Once the removal work is done, you will receive a clearance certificate that verifies the area is safe. Your contractor must ensure this is carried out by an independent third party. If you are completing DIY work at home, there is no requirement or regulations in NZ to do a Survey to assess if there is any Asbestos on your property, prior to any renovations and you can carry out your project. However you could expose you and your family to airborne asbestos fibres.
However if you have any contractors onsite and there is any possiblity of Asbestos then you must get a Survey/Test done before any demolition work is undertaken
The regulations in NZ only apply if you are a PCBU, (a Person Conducting Business or Undertaking) e.g. a business owner, commercial property owner of Rental Property owner.
